KUALA LUMPUR: The National Higher Education Fund Corporation (PTPTN) will link loan defaulters with the Central Credit Reference Information System (CCRIS) with the cooperation of Bank Negara this month.

Second Education Minister Datuk Seri Idris Jusoh said this will help control rising household debt.

He said the measure would affect approval of credit such as personal loan, credit card and higher purchase by financial institutions for PTPTN borrowers with poor repayment track record.

"The financial institutions will evaluate and analyse each loan, payment balance, repayment and payment arrears. It will influence their decision, whether to approve the application or reduce the loan amount applied," he told reporters at a PTPTN Aidilfitri gathering, here today.

Idris said the CCRIS was not meant to burden PTPTN borrowers but to promote the culture of good repayment to enable other students to benefit from the education financing facility.

Idris said PTPTN had also outlined a number of solutions for errant borrowers including those who had been asked to settle the outstanding sum in full to the PTPTN and those who had made a commitment to pay the monthly instalment by salary deduction or standing instruction through the bank.

"Apart from that, borrowers also have an alternative to reschedule or restructure their loan repayment based on the conditions set by the PTPTN," he said.

As at June 30, the PTPTN had approved education financing to 2.2 million students involving RM49.9 billion.


Huh, amik ko siapa suruh tak payah bayar hutang? Oh, bila cakap pasal hutang ni. Sibuk nak suruh hapuskan PTPTN, tapi kalau korang tak nak tak payah apply. Belajar betul2, and then apply scholarship. Jangan sibuk suruh hapuskan pulak. Aku, kalau bukan sebab PTPTN nih, memang tak belajar tinggilah jawabnya. Siapa nak tanggung yuran, makan pakai semua??? Mak ayah tak kerja...

Hurm, aku rasa aku voice up benda yang betul. Memang patut diorang buat begitu..at least bagi kesedaran dekat peminjam2 neh... After this, abang yang sambung bayar loan aku..Hikhik..apa nak buat, wife dah melepak aje kerjanya pasni. Tak pasal-pasal abang yang kena tanggung kan. You dapat scholarship but atlast, bayarkan jugak. Bayar bagi pihak bini...Alhamdulillah, nasib ada abang..Kalau tak..gigit jari ler nampaknya..Blacklisted, nak keluar negara pun tak boleh.....



KUALA LUMPUR -- Umno Youth is not in favour of the proposal to have Higher National Education Fund (PTPTN) loan defaulters blacklisted under Bank Negara's Central Credit Reference Information System (CCRIS).

Its head Khairy Jamaluddin said PTPTN loans were necessity for students and were different from loans made out of personal choice like applying for credit cards or vehicle financing.

"It should be recognised that PTPTN loans are needed because the government does not offer completely free education at institutions of higher learning.

"And the need to hold a qualification whether diploma or degree is essential for career and intellectual development of a youth," he said in a statement here today.

He was responding to the proposal by Second Education Minister Datuk Seri Idris Jusoh yesterday to implement CCRIS listing of PTPTN loan defaulters, starting this month.

Idris said the initiative would make defaulters pay up as otherwise they would have difficulty securing loans for home and car ownership or applying for credit facilities.

Khairy, who is also Youth and Sports Minister, said all mechanisms available should be made use of to get PTPTN borrowers to pay up and actions provided for taken against those who are stubborn.

He said the "carrot and stick" method was still the best option in dealing with PTPTN borrowers and that it was not necessary to blacklist defaulters because very few tried to evade from servicing their loans. -- BERNAMA

STUDY LOAN DEFAULTERS: 400,000 yet to repay dues despite options

KUALA LUMPUR: DESPITE a plethora of repayment options, more than 400,000 former students have yet to settle their National Higher Education Fund Corporation (PTPTN) education loans worth RM2.8 billion.

PTPTN chief executive officer Agos Cholan said 418,094 people had yet to repay the loans, despite the government agency providing alternatives to ease their financial burden.

“Despite the options, we still have those who have yet to start repaying their loans,” Agos said.

Among the options that PTPTN provides is the Ujrah scheme, introduced in 2008. It is a syariah scheme that sets the loan service charge at only 1 per cent. The government agency also allows firstclass honours students from public and private institutions of higher learning to turn their loans into scholarships. But their applications must have been approved before July 1, 2005.

The latest discount initiative was announced by Prime Minister Datuk Seri Najib Razak during the tabling of the 2013 Budget. This involves borrowers being offered discounts of 10 to 20 per cent, depending on their method of repayment.

“The 20 per cent is offered to those who are able to repay their loans in a lump sum by Sept 30. The 10 per cent is for those who pay in instalments for 12 consecutive months.

"Yet, there are those who did not grab these opportunities," said Agos.

However, he said there had been a significant increase in the number of borrowers repaying their loans every year.

"As of May 31, we have collected RM4.11 billion from 866,205 former students."

In 2009, PTPTN collected RM533 million, RM638 million in 2010, RM737 million in 2011 and RM800.47 million last year. PTPTN had lent RM6 billion to 235,000 borrowers in 2011 and RM5 billion to 209,963 borrowers last year.

With 200,000 students enrolling into institutions of higher learning annually, PTPTN had approved loans of RM49.38 billion to 2.18 million students since 1997.

"This year, we have approved loans amounting to RM1.3 billion to 47,131 students and we are quite lenient in terms of handling those who have yet to pay," said Agos.

Despite collaborating with the Immigration Department to blacklist loan defaulters and prevent them from travelling abroad, those who have trouble repaying their loans were welcome to negotiate.

"We welcome anyone who has trouble repaying their loans to come and discuss with us. We'll find a repayment solution according to their means."

However, Agos said despite the leniency, those who failed to start making their repayments would have to answer to the authorities.

"We will commence legal proceedings and blacklist them through Bank Negara's Central Credit Reference Information System."

Through this mechanism, borrowers who failed to start servicing their study loans would not be able to take loans from banks until they have started making repayments.

Agos said future students would still be able to obtain loans from PTPTN despite the current loan defaulters.

"So far, we don't think future students will face trouble getting financing because of delinquent borrowers today. We expect these actions to be effective in making them to pay up.


Dah banyak usaha untuk membuka para peminjam ni..Kalau still buat tak tahu juga, memang tak dapat dah nak nolong. Nak nolong bayar memang jauh sekali..
